In 1998, as a first step to addressing the issue of not being able to communicate among emergency service providers in the region, the Capital Regional District (CRD) Emergency Services Communications and Information Systems Steering Committee created the CREST project. Its purpose was to develop a strategy for an integrated telecommunications system.
A strategy was created and CREST was formed in 2001. Its radio network became operational in 2003.
